1. Game. The rules of the game can be added to, changed, or removed by a majority vote of the voting players.
2. Board. Game play takes place on a board of hubs and connections. Hubs and connections may be created, changed, or removed by a majority vote of the voting players.
3. Location. Each player has a location on the board. Players may move to connecting hubs by announcing that they are doing so to the rest of the players, but only once per round.
4. Hub. Hubs may have specific rules, also changeable by the players. Hub rules take precedence over other rules.
5. Suggest. When a player suggests a new hub, the suggestion includes the name of the hub, the location of the hub, and new connections to that hub. The suggestion may also include hub rules for that hub.
6. Time. The players determine the length of a round. For face-to-face games, a round may be a few minutes. For Internet games, a round may be a week.
7. Vote. At the beginning of a round, all proposed changes are made available to all players. During the round, players vote on these changes, and/or move their location on the board. At the end of the round, all votes are tallied and changes that passed take effect immediately. Between rounds, new rule changes may be submitted.
8. Start. Play begins with five hubs, the central one named Stop! 86, and the other four named after the cardinal direction from Stop!86: North, East, South, and West. Stop!86 is connected to each of the four cardinal hubs, which are in turn connected to the two closest cardinal hubs. Stop!86 also begins with the following Hub Rules:
- When a player enters this hub, the game ends.
- No player may enter this hub.
- This hub may not be changed in any way.
After play begins and this rule has been applied, this rule may be deleted.
